ADU Grant and Loan Programs: Where to Look
Public ADU help mostly comes from state housing finance agencies and individual cities, and it tends to open in funding rounds, close when the money runs out, and change between rounds. Most programs cover part of the cost, so plan to pair one with a loan.

How ADU grant and loan programs work
Programs come in two broad forms. Grants usually reimburse early costs such as plans, permits and site studies. Forgivable or low cost public loans help with the build itself, sometimes in return for renting the unit at an affordable rent.
California's CalHFA ADU Grant Program is the best known. It has reimbursed certain predevelopment costs, including plans, permits, soil and survey work, impact fees and energy reports, for eligible low and moderate income owners. MassHousing in Massachusetts and Colorado's housing finance authority have also run ADU programs. Some cities have run their own.
Programs change fast, so check current status directly with the agency before you plan around one.

ADU grant program pros and cons
Pros
- Grants do not have to be repaid when the rules are met
- Can cover early costs before a lender is involved
- Forgivable loans can lower what you borrow privately
- Can make a tight project budget work
Cons
- Funding opens and closes in rounds
- Income and location limits leave many owners out
- Rent or occupancy conditions may apply
- Most programs cover only part of the project
When another loan fits better
Most owners still need a loan for the bulk of the build. If you have equity, a HELOC is the most common pairing with a grant. If you do not, an ADU construction loan can lend on the finished value. If you are converting a garage, the smaller budget may need less help.
HELOC for an ADU
Draw on your equity as builder invoices arrive.
ADU construction loans
Paid to your builder in draws as the unit goes up, then converted or refinanced.

ADU grant program questions
What is the $40,000 grant in California for ADU?
It refers to the CalHFA ADU Grant Program, which has reimbursed certain predevelopment costs for eligible owners. The cap and eligibility have changed between funding rounds, so check calhfa.ca.gov for the current terms.
Is there a California ADU grant program in 2026?
CalHFA has released funding in rounds rather than keeping a program open year round. Check calhfa.ca.gov for whether a round is open, and ask your city whether it runs its own program.
Are there ADU grants outside California?
Yes, though they vary. MassHousing and Colorado's housing finance authority have run ADU programs, and some cities offer grants or forgivable loans. Start with your state housing finance agency and your city's housing department.
